簡述申論題寫作技巧與方法，首先先要突破申論題個位數的窘境！

這次地特申論分數大多都有拿到基本分，政治學第一題15分，
第二題10分；地方自治第一題15分，第二題19分。
可惜選擇題分數過低，否則我和上榜者的差距應該不致於會那麼大
才對。

雖然選擇題的分數慘不忍賭，但申論題的分數我覺得已經到達一定
的水平，稱不上是最好的分數，但起碼感覺上還挺像樣的。
所以我就姑且分享一下我的申論題準備方式，特別是給那些申論題
個位數的考生們參考，因為我也是這樣子準備上來的。
首先是政治學部分，之前提過，我曾經上過黃靖老師和邱遠老師的
課，黃靖老師的筆記整理得很棒，但課本卻非常零亂。而邱遠老師
則是課本編排的很好，也擅長用說故事的方式讓你理解政治學。這
點，我覺得邱遠老師教的甚於黃靖老師。但邱遠老師已經退役了，
目前最多只能找到他的102年政治學函授課程，且老師的申論題庫
書也已經不再出版了，我覺得這是考生的一大損失。

不過，現在還有一個不錯的選擇，那就是邱遠老師的弟子---韋伯老
師，老師擅長用拆解式理解法，幫助你理解政治學。而我為了加強
政治學，前後上了兩輪韋伯老師的政治學正規課程，另外還上了一
輪政治學寫作班課程，感覺老師就像是黑暗中一一盞明燈，照亮了
我的政治學前程。而且，老師所教的申論題寫作技巧，不僅政治學
受用，就連地方自治也可直接參考。包括重要性寫法、解釋名詞
5W寫法、名言錦句寫法、問題意識寫法等等。老師另外還有時常
舉辦一些講座，有時候是講解拆解式理解法，有時候是講解讀書技
巧，有時候是講解申論寫作技巧，不一而足，大家可以盡可能的參
加。

再來是地方自治的準備方式，地方自治我是上劉秀老師的課程，老
師上課不太會講申論準備技巧，但是老師有出一本秒速記憶，加上
老師的課本內容，不但有綱要表解，而且還有列前言、結語，課本
內容十分豐富。我覺得光是看老師的資料，就足以應付大部分的申
論、選擇考題了。當然，考前我還有上過一輪劉秀老師的申論寫作
課程，一共六堂課，內容是以秒速記憶的十六個主題單元為主，再
加上我和一位夥伴定期進行一對一的地方自治讀書會討論，那位夥
伴的地方自治實力非常堅強，總是能夠提醒我申論題的寫作不足之
處。比如常常寫作一條龍式的進行到底，沒有分段、沒有前言，更
沒有結語。

這次的地方自治第二題能夠拿到十九分的高分，就是因為我跟夥
伴一起討論過公民參與這個主題，等於是我考前就有命中猜題，
所以知道公民參與包括哪些內容。然後，我一定要求自己不論會
寫或者不會寫，都一定要有前言，也要有結語，就是一定要讓申
論題格式看起來有模有樣的。比如前言就可以採用重要性寫法，
以公民參與這個主題為例，你可以寫說公民參與已經是地方自治
近年來的一個十分重要的主題，包括選舉、罷免、公民投票、公
聽會等等管道，以下茲就其題意說明如下：(以下~~~略)

前言要有破題的效果，最多3至5行，6行是極限。再來要考驗的
就是你的文字論述能力和內容整合能力，平常在閱讀課本的時候，
不妨時常練習列大綱，將課文改寫縮短，最終目標是用更少的字數
，表達出更多的涵義。然後，寫申論就像是在寫作文，要有起承轉
合，字句要通順，內容要精闢。平常可以透過考古題去找考點，並
且建立架構。目前韋伯老師和劉秀老師的課本，都有每章主題的綱
要式表解，這很適合用來建立整體的架構。

再來是申論題一定要做筆記，切忌千萬不要想到什麼就寫什麼，那
樣子思緒會整個亂成一團。我在寫作文和申論時，時常會犯這樣子
的錯誤，也是經過夥伴的一再提點，我才慢慢改正這樣的缺點。另
外，韋伯老師是一個很熱心的老師，我時常在臉書上問老師問題，
老師雖然不見得能夠立即回答，但最後總是能夠得到老師精闢的見
解。善用你週遭的所有資源，多多發問。相信假以時日，申論寫作
必定能有所成。一起加油努力吧！
